About the Program

MENTARI (Menuju Transisi Energi Rendah Karbon) is an ambitious four-year programme that aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by PT Palladium International Indonesia in consortium with Castlerock Consulting and Yayasan Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia’s economic development, job creation and social inclusion while helping to mitigate climate and environmental impacts.

 

 

Background

MENTARI Programme is planning to develop a utility scale solar photovoltaic power plant project equipped with floating solution. The project will be located on: Krenceng Reservoir, Cilegon City, Banten, Indonesia. The total installed capacity will be 16 MWp (will be installed in 2 stages) which will be built on the ±20 ha of water surface and 1 ha for ground facility in the project location.

MENTARI Progamme is currently seeking a consultancy company to perform Land Clearing and Resettlement Action Plan (LARAP). In addition, the Bidder should also be capable in producing final report, which complies with Equator Principles (EP) and IFC Principles.

The Project site is located in Krenceng Reservoir, Citangkil sub district (Lat: -6,016286°, Long: 106,026884°) in Cilegon, Banten Province, Indonesia, this area is located in Krakatau Stell Area. The reservoir has a total area of +115 hectare (ha) and location for floating solar PV is about 20 ha and 1 ha for ground facility.

The land around the reservoir is owned by KTI, however, villagers around the reservoir utilize the land for agriculture and livestock. The villagers are aware of the land status and willing to move or relocate with some compensation. However, that situation triggers the IFC PS 4 and ADB Safeguard policy.

 

Scope of Work

The selected team will be required to deliver the following scope of work throughout the assignment:

  1. Project and Land Clearing disclosure to project-affected people (PAP) and related stakeholders;
  2. Social-economic census to all PAP, and identified the vulnerable group around PAP;
  3. Identify all the plants and animals including economic activities that can be impacted;
  4. Appraise plant or any activities lost to get the fair value for compensation;
  5. Develop the specific stakeholder engagement plan for resettlement activities;
  6. Develop the resettlement action plan document that is applicable to the project;
  7. Identify the potential and relevant community development that can be applied to PAP, especially for the vulnerable groups;
  8. Identify potential activities that can be conducted for restoration, improvement and empowerment of the PAP and vulnerable group around project including women;
  9. If needed, present the Resettlement action plan to project lender.


The Bidder is required to present its proposal covering both the technical and commercial parts of the bid. All proposal documents shall be prepared and submitted in English.

 

 

Tender Details

The budget for this assignment will be a maximum of GBP 75,000 (or equivalent to IDR 1,425,000,000) excluding any travel costs that may occur. Any travel costs will be treated as reimbursable for this assignment, outside of the budget proposed. The financial section of the proposal must provide details of the following:

  1. The total amount for each main task in the scope of work;
  2. A break down for each task with an indication of unit rates of the staff (foreign and local); and
  3. Terms of payment.


The proposal must set out the estimated timeline of project execution in the proposal including, and not limited to:

  1. Schedule of important activities (kick-off meeting, baseline survey, submitting the document, etc);
  2. Schedule of works, a diagram indicating the working days of the offered key staff by activities; and
  3. Any recommendations and suggestions.


Palladium will assess each submission based on Selection Panel Report, and will be based on compliance with this Request for Quotation (RFQ), ability to meet the requirement as specified and overall value for money using the following criteria:

  1. Demonstrated a longstanding experience in ESIA and IFC/ADB Standards Project references;
  2. Provided clear and detailed methodology to collect and analyze the data
  3. Fees proposed in delivering the scope of work provided in the above;
  4. Ability to deliver quality outputs within the timeframe stipulated;
  5. Develop a comprehensive document for land clearing and resettlement action plan;
  6. Identified the impact analysis and risk analysis from land clearing and resettlement of Floating PLTS activities to project-affected people; and,
  7. Provide reasonable advice for development programs to affected vulnerable people.


If your quote is successful, you will be required to enter into the Company’s standard contract for the types of goods or services being provided. In the provision of the Goods and Services, you will be required to comply with the Company’s policies, including (without limitation) its Business Partner Code of Conduct and any relevant Project Manual. Potential suppliers must also comply with the Company’s Business Partner Code of Conduct in the submission of any quotes pursuant to this RFQ.

If you are bidding as part of a joint venture, partnership or similar, please make this clear in your submission. Likewise, if you propose to subcontract any part of the goods or services provision, then disclose this fact within your submission. The Company may require additional information from you and approval for subcontracting will not be automatic as subcontractors will be subject to Palladium’s Due Diligence process.
