MENTARI is seeking a professional service provider to develop Massive Open Online Course (MOOC) on Homer Pro

Background
The Ministry of Energy and Mineral Resources of the Republic of Indonesia and the British Embassy Jakarta signed a Memorandum of Understanding in February 2019 concerning the cooperation of low carbon energy development. This was followed through with the signing of an Implementation Agreement between two parties in May 2020 for 4 years and was extended in May 2023 for another 3 years until 2027, to facilitate the cooperation of low carbon energy development in Indonesia, titled MENTARI Programme (Menuju Transisi Energi Rendah Karbon Indonesia / Toward the Transition of Low Carbon Energy Indonesia).

Led by the British Embassy Jakarta, MENTARI formally started on 6th January 2020, and implemented by PT Palladium International Indonesia in consortium with Castlerock Consulting, Hivos, and ECA. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low-carbon energy. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low-carbon energy for Indonesia’s economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.

MENTARI aims to encourage the development of renewable energy in Indonesia through 4 strands:

  1. Policy: Supporting policy improvement in the renewable energy sector, both on-grid and off-grid, in order to increase the RE mix-target; to improve subsidiary policies, regulations, and guidelines that bring a more conducive business environment in the low-carbon energy sector by providing policy recommendations and capacity building to key stakeholders in the power/energy sector (incl. GOI and PLN).
  2. Brokerage: Stimulating private investment in on-grid and off-grid renewable energy project by bridging the gap between available funding and viable projects and supporting the development of low-carbon financing mechanisms and/or de-risking tools;
  3. Demonstration Project: Conducting two small-scale RE pilot projects integrated with capacity building and productive activities of communities, also ensuring gender integration and social inclusion in order to increase the community’s economic benefits. The projects will serve as vital proof of concept for the Policy and Brokerage Strands.
  4. Collaboration, Capacity Building, and Networking: Promoting best practices and gender integration and social inclusion in providing on-grid and off-grid renewable energy access through networking and collaboration building; improving knowledge exchange and learning through organising capacity building, workshops, FGDs, lesson learned sessions, and other learning activities.

 

The Diesel Replacement Program (DRP) aims to help Indonesia in achieving 23% renewable energy target. Beyond the DRP, the Ministry of Energy and Mineral Resources (MEMR) has also planned to deploy various hybrid renewable energies (solar PV + BESS) through its special allocated funds (Dana Alokasi Khusus). The local non-government organisations (NGOs) around Indonesia that assist many local communities within the rural areas are also planning to deploy more hybrid renewable energy through grants/international funds.

More renewable energy is to be hybridised with local existing diesel generators, while the competencies and the proper tools are still in the gap of knowledge in either PLN, MEMR or NGOs to design hybrid renewable energy with sufficient methodology. The modelling process and configurable design optimisation are used to be enhanced and improved. Analysis using manual spreadsheets or simple calculations will no longer be relevant; none of them is effective to the timeline and is inaccurate in proposing a hybrid design. The competencies of modellers within those institutions PLN, MEMR and NGOs are critical to provide the endpoint of results.

MENTARI has conducted 4 batches of offline training for PLN and 1 batch for MEMR that trained all the modellers (new or expert) in aiming for the more advanced use of the tool, the so-called HOMER Pro, for the hybrid optimisation. However, as this might not be sufficient, MENTARI is planning to develop digital learning on Homer Pro to ensure wider coverage of the knowledge and aim for higher competencies via best practices. The digital learning is expected to be embedded in the Massive Open Online Course GREEN (Global Renewable Energy and Electricity Knowledge) owned by Pusat Pengembangan Sumber Daya Manusia Ketenagalistrikan, Energi Baru, Terbarukan, dan Konservasi Energi (PPSDM KEBTKE) and will be accessible to both internal MEMR staff and the wider public.

For this purpose, MENTARI is seeking a professional service provider who has a proven track record in developing successful MOOCs with the Moodle platform. The service provider is expected to deliver the whole production process with the topic of Homer Pro, from the pre-production, recording process, dummy presentation to MENTARI and PPSDM KEBTKE, and post-production. The MOOC of Homer Pro will be migrated in the LMS (Learning Management System) of PPSDM KEBTKE (MOOC Green) as a knowledge product to promote human capital development and contribute to the Net Zero Emissions (NZE) 2060 Roadmap.
